Netplan refuses to start due to configuration files in /run/netplan created during the dropbear fase

also the vlan script is wrongly trying to stop the interfaces created, however dropbear now stops all the available ones

using vlans inside cryptinplace is leaving files that break netplan init with "updated definition changes interface type".

Not really clear what the error is about since the interface in dropbear and main is of the same type: vlan.

But this issue can be workedaround by deleting a definition file in /run/netplan

as reported in https://gitlab.privaz.io/valletech/env/core1/-/issues/5 using vlans inside cryptinplace is leaving files that break netplan init with "updated definition changes interface type".
