Currently VLANs with public IPs are managed as any other guest network. They are tunneled.

There is no need for this except for stretching public IP addresses across zones.

Also it causes trouble with Hetzner vswitch.

So, a Direct Public IP mode should be implemented.

It is not clear how to implement this on servers with only 1 adapter, but should be possible.
