despite #47 and using or own local mirror, templates are failing to download in automated CI.

No idea why. would be nice to retrieve the error during the process.

Looking at one issue of the instance:

reported error is no route to host
inside the secondary storage host: there is no route to host.
tracing from compute host, ARP requests are being sent (virtualized/test host)
tracing from the metal (gitlab runner), the bridge has an IP (!) no ARP is been sent.

Anyway, the gitlab runner needs to be re-deployed with MAAS (and new networking model). I don't think the bridge (dev admin network) should have an IP.
